Spatial planning is an ongoing process that includes knowing, checking and assessing the possibilities of using, protecting and developing space, creating and adopting spatial plans, and monitoring the implementation of spatial plans and the state of the space. Based on the Spatial Planning Act (“Official Gazette” no. 153/13, 65/17, 114/18, 39/19 and 98/19), the City of Rijeka is responsible for creating spatial plans for the city of Rijeka area.
The spatial plan is the basic spatial planning document of each local self-government unit, which determines directions for the development of activities and land use, as well as the conditions for sustainable and balanced development in the city.
The Spatial Planning Plan of the City of Rijeka (PPU) was adopted in 2003 and harmonized with the Decree on the Development and Protection of the Protected Coastal Area of the Sea (“Narodne novine” No. 128/04) as a basic spatial planning document for the preparation of the General Urban Plan of the City of Rijeka (GUP). which was adopted in 2007 for the purpose of organization, use and purpose of space and as benchmarks and guidelines for the arrangement and protection of the City of Rijeka space, and as a basis for spatial and urban planning, i.e. the adoption of Urban Development Plans (UPU) and Detailed Development Plans (DPU).
